If there aren't enough active campaigns bidding, your floor won't hold and you end up with low effective CPMs regardless of your traffic quality. Checking advertiser demand data helps you pick networks with genuine competition for your inventory. The volume table atpop under traffic is actually useful from a publisher perspective too — you can see where campaigns are concentrated by looking at max CPM vs average CPM spread. A wide spread usually signals strong competition for that country. Thailand, Sri Lanka, and Nigeria all show interesting patterns there. Worth analyzing before you decide where to send your popunder traffic.

CPM can vary quite a lot between geographies because audience demand, competition, purchasing power, and available inventory are all different. That is why comparing maximum CPM across countries isn't always enough to judge campaign performance. I also think it's worth considering where the impression happens. With programmatic out of home for example, advertisers can use programmatic buying to reach people through digital outdoor screens and adjust campaigns according to location and other targeting factors. For me, the important point is to evaluate CPM together with reach, engagement, conversion potential, and the quality of the audience rather than treating one metric as the whole picture.
