I’ve heard way too many stories about people losing money or items when buying skins outside of Steam. Is there actually a way to buy safely, or should I just stick to Steam?

Totally get your concern there are definitely scammers out there, but you don’t have to avoid third-party markets altogether. The trick is to use ones that are well-established and transparent about their process. There are a lot of stories about scammers, from fake sites to fake trade links on Steam. The first thing I did was check the URL several times, take your time, and only use proven sites with***d reviews. Otherwise, the risk is too great. By the way, there are also similar risks in Valorant topics, especially when people are looking for cheat in valorant, they often come across “tools” that steal accounts.
